Errrrrrr, If they are as cold as Ice, then they are most definitley DEAD, you will not warm them up, its too late.
You are doing everything you can right now. Has she pulled fur and made a nest? If she hasn`t they likely won`t make it. If she has, as soon as they`re warm enough place them in the nest. As little human handling at this stage is the best. Good Luck
Please take them to the VET!
Just because they are cold doesn't mean they are dead. When they aren't breathing, that means they are dead. The best thing to do when they are cold like that is to immediately make sure they are all in the nestbox together. The warmth of them together as a group is what keeps them warm. Secondly, if the mother didn't pull fur to cover them up, pull fur out of her and use that fur to help cover them up. You may want to put them under a heat lamp, just don't get the heat lamp too close till the babies feel a little warmer. You want to warm the babies up if they are cold, but you don't want to cook them either. Once they are warm, then put the nestbox back in with the mother.

From what you stated, they aren't breathing, so you are too late.

PS - I got thinking about this some more. You don't want to look for whether the babies are breathing, that can be difficult to determine. You want to look to see if you can see any movement by them whatsoever, however small the movement is. If they are moving, then they are alive. I've had baby rabbits that I've found that were almost as cold as an ice cube and lived through it.
I'm sorry, I hope they're okay - these articles will give you a lot of info -

The mother should have them in her nest - if the babies crawled out from the nest, you should place them back in their nest and let the mother care for them. However, if the mother has truly rejected them, this second article explains how to -
"Keep the babies in a warm (about 75o - 78o Farenheit), quiet place in a nest similar to the one described above. (Bunny fur is the best lining, but clean cotton wadding will do as a substitute. Just be sure the babies do not get tangled in it.) Two or more babies usually are able to snuggle and keep each other warm if they have a good, padded nest. If there's only one baby, a warm water bottle wrapped in a soft towel can provide an excellent artificial heat source, but be sure the baby can crawl away from the bottle if it feels too warm. "

Please have a read of these two articles for a lot more info - and very best of luck.
